Small Business Health Insurance Recommendations?

The past couple of weeks I've been looking for small business health insurance plans for Tom Publishing. Now this has been a real pain, and I've found it is next to impossible to get a hold of a real person at an insurance company. I need small biz coverage for here in Texas. If anyone has any recommendations for me, or better yet if you work for an insurance company then please let me know. Thanks guys!
