The Inquirer points to recent comments from AMD CEO Dirk Meyer about a future fab in Abu Dhabi. It seems like that would require a lot of clean water and air conditioning to me. Fabs and desert heat and sand don't seem to mix.

AMD hopes in the future to build a fab plant in Abu Dhabi in the UAE at Dubai Silicon Oasis, which is an integrated technology park for the microelectronics and semiconductor industry.
